Base commission is the floor of what you will earn from a program, not the ceiling. Understanding this distinction prevents two common mistakes: treating the advertised rate as fixed and not negotiating, and treating 'up to X%' commission claims as representative of what you will actually earn. A program advertising 'up to 30% commission' may have a base commission of 10%, with 30% reserved for their highest-volume tier — a 200% difference from what most affiliates will receive at launch.
